Not optimistic: There are 27 domestic passenger car companies that are not up to standard, especially those with independent brands. Moreover, among the enterprises that have already reached the standard, the annual average fuel consumption of some enterprises has not declined.
It is worth exploring that in interviews with non-standard enterprises, more than half of the companies said that they have not publicly formulated relevant improvement measures for this policy, and more relevant business people are not aware of the “consumption situation”. A small number of business people who have an understanding of the "consumption situation" admit that the car companies, while contributing to the hot market such as SUV, while the car companies want to control the average fuel consumption is not easy, can only try hard.
In this regard, Wang Binggang, head of the national “863 Energy Conservation and New Energy Vehicles” major project supervision consulting expert group, said: “In the face of strict policies, car companies can only accelerate technological progress, in order to meet market demand in line with the requirements of the standard. Car dealers: "I don't know"
According to the "Consumption Situation" published by the Ministry of Industry and Information Technology, the rate of compliance for domestic passenger car companies is declining - 89 in this disclosure (note: two of them have a production volume of 0, so they are not included) Among the passenger car companies, 27 domestic passenger car companies did not meet the standard, and the compliance rate was 70%, which was two percentage points lower than the 72% in 2013. However, in accordance with the “Measures for Calculating the Average Fuel Consumption of Passenger Vehicle Enterprises” and the “Notice on Strengthening the Management of Average Fuel Consumption of Passenger Vehicle Enterprises” (hereinafter referred to as the “Notice”) issued by the Ministry of Industry and Information Technology in 2013 and 2014, by 2015 The average fuel consumption target of passenger car companies in China is 6.9 liters/100 kilometers. In this regard, the reporter interviewed a number of representative automobile companies. However, during the interview process, many insiders were unaware of the contents of Consumption and the contents of the Notice, and the channels for data statistics were also confusing.
Among them, in 2014, the average fuel consumption of BAIC Group reached 11.30 liters/100 kilometers, which was 23.2% higher than the target value of the Ministry of Industry and Information Technology of 9.17 liters/100 kilometers. In this regard, the relevant person in charge of BAIC Group said: "As far as I know, we do not have such relevant statistics on the inside, and I also heard about the contents of the Notice for the first time." In addition, the relevant person in charge of Chery Automobile has the average fuel of the company. The consumption “expanded from 6.31 liters/100 kilometers in 2013 to 7.15 liters/100 kilometers in 2014” explained: “The reason for the increase in fuel consumption is actually the product structure adjustment of the company – the proportion of small car production and sales such as QQ and A1 Declining, the proportion of models such as Arrizo and Tiggo increased.” But they are also familiar with the relevant policy content.
In addition, although the average fuel consumption of Guangzhou Automobile Group in 2014 was 8.14 liters/100 kilometers, and the fuel economy rate ranked first among independent brand car companies, the internal executives of Guangzhou Automobile Group said in an interview: “I don’t know these consumptions. The quantity value does not understand the contents of the Notice, but the Guangzhou Automobile Group does have improvements in energy-saving technology."
In addition to the above-mentioned enterprises, the first reaction of other departments of the car companies interviewed by the reporter to the Ministry of Industry and Information Technology and the "Notice" are also "uninformed." Some interviewed companies said that the data statistics of the Ministry of Industry and Information Technology were incorrect, and the public value did not have reference value. However, the data shows that the statistics of the Ministry of Industry and Information Technology actually came from the report of the car companies.
This means that the above-mentioned car companies have not publicly disclosed the statistical data, nor have they issued internal notices to respond to policy calls and conduct energy-saving work arrangements. As a result, the fuel consumption of car companies has changed unevenly. Most car companies are still working in accordance with existing plans, and may not respond immediately to relevant policies.
Policy "heavy boxing"
However, even if the internal performance of the relevant policies is very "out of the box", the Ministry of Industry and Information Technology has already joined forces with various ministries and commissions to "heavy punches."
In October 2014, the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Commerce, the General Administration of Customs and the General Administration of Quality Supervision, Inspection and Quarantine jointly issued the "Notice". Vehicle companies whose average fuel consumption of passenger vehicles are not up to standard will be subject to a number of penalties. Article 1 of the "Notice" stipulates that for passenger car enterprises whose average fuel consumption is not up to standard and the average fuel consumption of enterprises after the new energy passenger car is more than 6.9 liters/100 kilometers, public notice will be made; Article 23 stipulates that passenger car enterprises that fail to meet the average fuel consumption in the previous year will be punished by suspending the acceptance of new product declarations and suspension of new construction approvals for production projects.
The reason for the above punitive measures is to implement the "Energy Conservation and New Energy Vehicle Industry Development Plan (2012-2020)" issued by the State Council, implement the average fuel consumption management of passenger car enterprises, and gradually reduce the average fuel consumption of domestic passenger car products. To achieve the goal of reducing the average fuel consumption of passenger car products in China to 6.9 liters/100 kilometers and 5.0 liters/100 kilometers in 2015 and 2020.
However, the above objectives are not easy to achieve - at present, the Ministry of Industry and Information Technology has not yet announced the 2014 annual industry accounting results, but from the existing data, the average fuel consumption of enterprises is not significantly changed, compared with 7.33 liters in 2013 / The value of 100 kilometers will not be much different. According to this trend, in 2015, the average fuel consumption of passenger car companies fell to 6.9 liters / 100 kilometers of vision is almost a "bubble."
"From the performance of domestic passenger car companies, everyone is still taking their own paths, and has not adjusted their pace according to the new policy. The attitude is not positive. That is to say, the "Notice" that was implemented at the end of 2014 has not yet played. Desirable role," said an industry insider who declined to be named.
Zhong Shi, a well-known commentator in the automotive industry, also believes that: "The root cause of this situation is that the company itself does not pay enough attention to the policy. The phenomenon that insiders do not know about the policy is a good evidence. In the long run, not only the 2015 target is difficult. Realizing that the long-term goal of 2020 is also very embarrassing to achieve."
It is obvious that the relevant government departments have already offered "heavy punches" in energy conservation and emission reduction, but this is a heavy punch, but it has been hit on the "cotton group." The real reason for the above situation is not analyzed, but if domestic passenger car companies still do not pay attention to this, then when faced with punishment measures, they will be even more unprepared.
“To achieve the overall energy-saving goal of the whole industry, enterprise attention is a prerequisite, and then it is to develop a strategic plan that is consistent with its own development,” Wang Binggang said. “As a result, even the 2015 target of 6.9 liters/100 kilometers cannot be achieved. The bit by bit change is also the progress of the entire industry."
In an interview with reporters, most domestic passenger car companies still have ideas about measures to reduce fuel consumption. Insiders of Chery Automobile said: "At present, the Chery automobile product pattern is changing from small cars to mid-to-high-end models, which will inevitably lead to an increase in the average fuel consumption of the company. In order to balance this data, Chery's planning for new energy vehicles is accelerating. In the future, Chery Automobile's products will all be equipped with new energy powertrains to reflect Chery's research and development achievements in the field of energy conservation." In addition to Chery, BYD Auto, SAIC Passenger Cars, Jianghuai Automobile and other new car companies The energy plan is also steadily advancing.
Of course, the above-mentioned enterprises also said that reducing the consumption of traditional automobile fuel through technological improvement is another way for energy-saving and emission reduction of automobile companies, and the research and development efficiency of this method will be faster, and related technologies can be applied faster. Existing products go up.
From this point of view, many car companies have a certain consensus on reducing the fuel consumption of products. However, for independent brand car companies with relatively low R&D levels, it will take a long time to improve the research and development and experimentation of core technologies. In this context, the government departments have adopted "compulsory measures" to improve the overall industry level. From the outside, it seems to be a bit too hasty.
“The energy-saving transformation of the whole industry depends on the contribution of each enterprise, but the uneven development of the enterprise is indeed difficult to improve in the short term. The reason is not only the policy release but also the fault of enterprise execution. With the accumulation of technology, without the breakthrough technology, whether it is to reduce the fuel consumption of traditional vehicles, or to develop new energy vehicles in the market is not mature, it is not easy." Wang Binggang said frankly.
All in all, whether it is for government requirements or for its own development considerations, auto companies should quickly establish a “crisis awareness” in terms of the development of new energy vehicles and the improvement of fuel technology.
